PyWPS[1] version with number 3.0.0 (3.0.0rc2).

Features of this release candidate:

 <li>Fixed DescribeProcess template</li>
 <li>Fixed some missing python packages</li>
 <li>Fixed versions parameter in GetCapabilities</li>
</ul>
