* It would be much easier without the DLL loader.
  But this means OE needs to load the directly into the address space.
  The difficult issue is to find out at DllMain() if the process which
  maps the DLL is actually OE.

* check the gpgBinary entry or a generic check to make sure that
  GPG is useable on the machine.
