This folder contains help pages sorted by language.

If you want to support only one single language, 
then you need to configure the WMC files to use "menubartop.html".

If you want to support the language set in the users LOCALE 
(provided there is a translation available for this language),
then you need to configure the WMC files to use "menubartop.jsp".

If you want to support another language than "en" (default) or "de", 
you need to create a copy of one of the other language folders 
and start translating the content.
You would also need to adjust the code in menubartop.jsp to activate support for the new language.
